While I’m not in the military (currently trying to join, just having a couple hiccups), he’s referring to his rank, specialist.
A specialist is generally the rank given to those who have obtained a 4-year degree but have not completed an officer training school (the Academy, ROTC, OCS). There is no true equivalent, but (correct me if I’m wrong), it is very similar to a Corporal.
While not having an opinion whether he’s right or wrong, basically FratHoodTX is trying to say that the soldier in question looks like a douche for wearing the skull balaclava based on his rank. I can’t say that because the guy pictured is a soldier while I am not, but that is FratHoodTX’s opinion.

      Please, please let me join.

A Specialist is king of the joes. A corporal is the pledge of the NCO’s.

Specialist is the highest of junior enlisted, while Corporal is the bottom of NCOs. Corporal shares the same pay grade (E-4) but outranks Specialist. Corporal has a leadership position while a specialist does not (usually).

You’re getting lapped, but I guarantee you after this picture, his NCO asked what the fuck he was doing and told him to sweep the sand.

Basically what that’s saying is, that a specialist (an army e-4) is equivalent to a marine corps lance corporal (e-3). Because soldiers are generally the retarded drop out GDI’s who played Pokemon at lunch in highschool.
