^Correction, an actor has to take a substantial step in a course of conduct planned to culminate in the actor’s commission of the crime. Mens rea isn’t enough.

No, conspiracy does not fit because it is defined as “if two or more persons conspire to commit any crime.”

Merely thinking about an underage girl is not a crime. His actual intentions are to engage in sexual acts after she turns 18.

I’m not a lawyer, but i believe that a suspects personal journals about girls is not enough. bc they are only thoughts and not actions…also, a solid 5th amendment defense should suffice if that is all that they have. but im not a lawyer…

Every great moment in a pikes life: When he can finally drop the “candy and puppies in a white van trick” and pick up the “roofies and an alibi routine”.

Definitely not always. September birthdays are usually younger. I was 17 when I started college.

In some states 17 is legal. Also in the olden days, before we had gangs and aids, men took wives much younger than 18. Also its biological. Men are programmed to want a fertile young woman to bear many children. Its biology!
