Corrupt Philadelphia Drug Cops Allegedly Targeted White, Khaki Pants-Wearing College Boys
We all know campus cops take a few more liberties than the average city officer. College students are easy prey, and many take full advantage of the fear that permeates throughout their jurisdiction. While the city guys don’t always take the high road, to have an officer openly admit to selective policing and blatant profiling is part of what makes this story so interesting.
Below is the current image that the Philadelphia Police Department is using to lure recruits. Keep this in mind as you read and appreciate the irony.
Six former Philadelphia narcotics officers are in legal trouble at the moment while on trial for federal police corruption charges. Those six officers, along with one of their former colleagues that is currently testifying against them, were part of an undercover drug squad that allegedly did very little to follow the law. The men are accused of stealing almost $80,000 in the midst of illegal raids plagued by violence and intimidation. Some officers are even accused of planting drugs and guns on suspects. The men said they did it for two reasons: cash and praise.
From 6 ABC:
Walker, 46, said police brass applauded the drug squad because they made big arrests that made them look good. Squad leader Thomas Liciardello, the lead defendant, “produced big jobs, a lot of arrests,” he said.
“They liked that, as far as the bosses and supervisors were concerned. It made them look good. It was nothing but a dog and pony show. That’s all it is,” Walker said.
Liciardello, he said, always got a cut of the money stolen or skimmed from drug suspects, while the others split the “jobs” they worked, Walker said.
Jeffrey Walker, the man quoted above, is the former colleague testifying against his squad. He was arrested last year in an FBI sting and was accused of stealing $15,000 and planting drugs in someone’s car. The reason I specifically point him out is because he’s the guy who takes an otherwise disgusting story and turns it into a disgusting story that affects all of you. Hell, it affects me, too.
While speaking to jurors yesterday during the trial of the six other officers, he told them they targeted one specific type of person.
Jeffrey Walker told jurors that the Philadelphia Police Department drug squad targeted white “college-boy, … khaki-pants types” who were “easy to intimidate.”
White, khaki pants-wearing college boys sounds familiar. Could that relate to the residents of the average fraternity row? We’ll probably never know the affiliations of his victims, but it adds an interesting twist to the idea we’ve all held for years. Not looking like a criminal doesn’t always benefit you.
To add to the issues of those he targeted, the former officer also admitted that he not only planted evidence and stole drug money, he lied on much of his police paperwork. He did all of this so much that he lost count. His description of the men they targeted matches many of the former drug dealers that have testified during the trial, which only added credence to his statement. Walker pleaded guilty following his arrest and trial this past year, and just since his admission of guilt, the justice system has overturned over 160 convictions in cases that involved the disgraced former cop.
I guess this image from the department’s academy means more than meets the eye.
Always be careful, boys..

I’m all for supporting the police and what they do to protect the people in this great country. However, when you go around and do things like this, I have no respect for you.
11 years ago at 9:39 am“A few bad apples ruin the bunch” if that phrase is enough reason to hold the entire fraternity system at fault, why not apply it to police force. For if you do, then shouldn’t we blame the law enforcement system? And if the law enforcement system is guilty, then isn’t this an indictment of our judicial institutions in general? I put it to you, Greg – isn’t this an indictment of our entire American society? Well, you can do whatever you want to us, but we’re not going to sit here and listen to you badmouth the United States of America. Gentlemen!

11 years ago at 1:01 pmThis is unacceptable. I know these are just a few guys but your there to PROTECT and SERVE, not to manipulate and scare people.
11 years ago at 9:42 amMost cops are just people trying to do a tough job honorably, but as in every group, there are some bad ones. Some cops get lazy as time goes on and they learn to pick low hanging fruit. Couple this with supervisors who pressure them for arrests, and you have a recipe for a very evil potion. Departments with long histories of abuse are ripe for corruption because young cops learn bad things from the old ones and the pressure to conform, never to snitch on a fellow cop, and to fall into the “it’s us against everybody else” takes over. That and our absurd drug laws. Drug law enforcement is an industry with strong lobbyists and supporters. If you watch “COPS” you will see that a high percent of the work street patrol cops do involves petty drug crimes. The rest of it deals with domestic violence cases. Solving real crimes like burglaries and thefts and robberies is hard work. Many cops do not want to do hard work. So an arrest for a petty drug crime fills the quotas and stats requirements and is easy work.

As khaki wearing white men, always keep in mind that the policeman in front of you can take your life and your freedom. We hope he is a man of character who respects the US Constitution, but always be on guard.

I thought about this and realized that it is not just cops who think we are easily intimidated. The Campus Social Justice Warriors think this too. It disturbs me that it is partially true. It seems that anytime a fraternity is accused of political incorrectness, racism, hazing, partying, or misogyny, we cave in. We don’t fight back very hard and end up with sanctions and suspensions.
11 years ago at 10:03 amUsually you can’t fight back and hope to win until your national orginaizaiton shows up an then it’s out of your hands unfortunately. No one takes us seriously after all the shit in the media. Moral of the story, don’t fuck up. Handle your shit and act like a gentleman
11 years ago at 11:22 amBut if it was white cops targeting black college students, this story would be all over CNN and MSNBC.
11 years ago at 11:08 amTrue. Just like the Spring Break gang rape that was recently caught on video. Two black students from Troy University in Alabama allegedly raped a passed out girl on a lawn chair while their homies cheered them on.
11 years ago at 11:18 amIf these had been two white Texas State U fraternity brothers it would on the non stop news cycle.
He snitched on other white and black officers. If anything, the crimes were based on class. They figured out that those particular kids had more money and more to lose. Easy.
11 years ago at 1:19 pmThis is why hating the cops is a thing these days. 99% of cops aren’t like this dick, but all it takes is for a handful of innocent lives to be ruined by people like him to lose the public’s trust.
