      Woodrow Wilson was against making Germany pay the outrageous reparations. He correctly realized that it would cause such conditions of extremism that a second war would be inevitable. The amount was actually a compromise with the french, who wanted a larger sum. Notably, French Marshal Ferdinand Foch was opposed to the Treaty because he thought it was too lenient.
