The state of CA does not own the stadium, the Dodgers do. Dodger stadium is one of only two ballparks in the modern era that was built entirely with private money (the other is AT&T Park) and is wholly-owned by the team.

2) The METS ownership, not the Giants, were the ones who got taken in the Madoff scheme.
3) Busch Stadium was not built entirely with private money. About 15% of the cost was paid for with a bond issue from St. Louis County.
4) Dodger Stadium was put into temporary receivership by a FEDERAL (not City) court as part of the bankruptcy proceedings until a new owner was found, which has now been done. It is not owned or controlled by the City of Los Angeles – it was under temporary management by a court-appointed steward and is the property of the Dodgers and their new owners.
