Knoxville Cop Fired After Choking College Student Unconscious At UT Block Party

Let’s get right to it. The photos of Knox County Sheriff’s Deputy Frank Phillips choking out a handcuffed, unresisting college student are downright disgusting. John Messner, a freelance photographer from Knoxville, captured the incident. His photos were then posted to Daily Mail. They clearly show Phillips’ hands around the neck of University of Tennessee student Jarod Dotson, angrily choking him until he becomes lifeless and his legs give out underneath him.

Frank Phillips, 47, was immediately fired after being ruled “unsuitable for continued employment,” which is the professional way of saying “this guy is a piece of shit and a disgrace to the force.” Phillips had been with the Sheriff’s Office since 1992.

Jarod Dotson, 21, was drinking from a cup “that had an odor of an alcoholic beverage.” He was charged with public intoxication and resisting arrest. He was released the following morning on a $500 bond.

The report said Dotson ignored ‘repeated instructions’ to go inside and apparently ‘began to physically resist officers’ instructions to place his hands behind his back, and at one point grabbed on to an officer’s leg.’

Messner, the photographer who captured the event, tells a different story.

He went willingly and did not resist arrest, said Messner.

When they got to the police van, the arresting deputy’s handcuffs were removed from the young man’s wrists and replaced with cuffs from the vehicle.

During the brief moment his wrists were uncuffed, Dotson let his arms fall by his sides.

As two officers twist his arms behind his back, another deputy walks in front of the young man and wraps his hands around his neck.

Drunk and unruly, according to the police report. Compliant and passive, according to an eye-witness. It’s hard to side with either party without seeing the incident firsthand, but either way, Dotson was choked out by an asshole–an asshole who was justifiably given his walking papers.

Back to the “drunk and unruly” thing. As you can see in the below tweets, photos, and videos (and through the well-documented Twitter account @UTKBlockparty) the whole damn scene seemed to fall under this description, making the police report’s account of Dotson’s behavior slightly more believable.

    So explain to me lads, how if I did this to a fellow man, I would be charged with assault/attempted homicide (unless it was some liberal), but a policeman who shames the uniform he wears does it and he gets fired (rightly so) and no charges against him? Utter bullshit I tell you.

    I was there and it was a shit show. We were all having a great time till the cops showed up and in force. They’re were at least 60 cop cars and I saw 4 prisoner vans. This incident wasn’t the only one where cops weren’t acting within their guidelines. They were taunting us and at one point a cop embarrassed himself trying to look like a hard ass with a bean bag gun and him and his cop buddies tackled this one guy to ground and arrested him for laughing to much. I mean they really must’ve thought they had a fucking riot on their hand because the fire department was out and near fire hydrants like they were going to spray back mobs. My buddies and I left the block party area and went down to the other end of the fort for a house party and on our way we saw cops with dogs clearing out the streets block by block like they were some kind of occupying force. It was a fucking shit show.

    Now imagine having that fear EVERY time you get stopped, or talked to by the police. One wrong movement and, as a black man, you can be shot or beaten (see Rodney Kings, video is actually funny is you remove that he was beaten until an inch of his life). This was another form of discrimination, against college students. Police officers should all have some sort of sensitivity training, towards all different people.

    The cops have been on UT students’ asses for a while now, and this just shows how big they think their dicks are lately. Ever since the Pike butt chugging bullshit, UTPD has cracked down and pretty much decimated any chance of Greek parties on campus. Cameras are all around fraternity row and two cop cars sit in the middle of fraternity row every weekend. Fuck the police!
