Inability to follow instructions further describes a treatable neurological condition. The police person is obviously new and inexperienced or a callous lout. Displaying a fish indicates possible icthyomania, or love of fish, a well known malady affecting young fraternity members who study nature. If injury to the student results from this absurd and egegious violation of his civil rights, the cop is liable. As my torts professor would say, “If there is injury, you must pay.”
