University of Arkansas at Pine Bluff is 100% not the “most selective” – I think the only admissions requirement is that you be black and have a pulse. They have the lowest acceptance rate because they have the fewest people apply there.

And if you have any questions about the fundamental meaning of an acceptance rate, refer to the comment above.
