Over means the speaker is finished with his or her statement, so now the other end can speak without interfering. Out means person is done speaking/ conversation is over. Doesnt have anything to do with responding or not. People just typically respond to one another when communicating, pick up a book.
Being TFTC has very few boundaries, but this is one big one. Some foreign prisons are no joke.
