Deterring civilians from leaving? If so, that’s wrong. We should be encouraging civilians to leave that hell hole so they could have a somewhat normal life.
It’s South Korean policy to take in any defectors who openly surrender, it’s the North Koreans who won’t let them cross over, they even have the guards at the DMZ watch each other so neither defects, these guys are most likely trying to keep N. Korea’s military out of S. Korea, which is a constant threat, since the war never ended.
