False. You have to spend 250,000 annually, and there is no requirement regarding years as an AMEX member, although tenure does help. Prior to 2006, you had to be invited by AMEX to get one. Now you can request an application, although most are members still asked by invitation. There is a 5,000 dollar initiation fee, and you pay 2,500 annually. But that is irrelevant if you are spending 250,000 anyways.
