It all turns on state law, but most penal statues have a specific definition of “motor vehicle.” It usually requires a combustion engine. Also, a DUI conviction generally requires that the driving occur on a “public roadway.” As a golf course is generally privately owned (unless you golf on a public course) no such charge could be brought.
